Best Loadout For Soldiers?

I think the Wasteland Assaulter loadout is the best because of the armor. The Sniper, Shotgunner, and Conscript armors are just plain clothes at worst and weak armor at best. The loadouts' weapons doesn't matter because soldiers know their guns are terrible and will loot & scavenge better plasma & laser weapons off dead Gunners & Raiders to replace their pipe guns. Sometimes I have to take away a Shotgunner's sniper rifle and give them an actual shotgun. I'm tempted to use only Wasteland Assaulters wielding whatever they could find on the battlefield with the occasional Field Medics here and there.
