I am sorry if I am trying to figure out if it is actually on the creators end. Next time should I just dump it on the creator without making sure it is on my end first. In my experience, SS's folks are a really helpful and decent bunch and I think @kinggath himself is up for Canonization in 3 religions for his contributions, patience and overall decent human beingness. The more technical info about the problem you can share, the more somebody looking at the issue is going to be able to match to their own experience and potentially come up with a solution.
As a final resort before wiping it all and starting over I'd load it into Fallrim tools and see if there's any dead script references that need to be nuked or other oddness. FO4Edit may have something to offer you for cleaning as well. You might be able to tell from the running scripts in the save what has hooked your settlers and is keeping them from doing their thing. It's sometimes not obvious what the blocker is so if you decide to do some poking, definitely make a copy of the save and work against the copy just in case you kill something that needed to be there.
There's an ammo factory settlement piece that needs to be cleaned out periodically. I took the nuclear option of self-destructing all my settlements and it blew ammo piles all over 9 settlements. Picking up more than 4000 ammo boxes is not fun and I've still got another 15 settlements to visit and repair. This many objects in the game causes MASSIVE framerate loss, crashes to desktop and (as you've probably guessed by now), settlers standing around doing nothing.
Do you have 1.0.2?I can't see the minutemen option when I choose to fork out and upgrade. I have "we are the minutemen" would that interfere with the add on? I've already unlocked the castle and artillery.
