For what it's worth, the vast majority of SS2's "Unique Settlers" have a requirement of the settlement/s they can spawn at MUST have an active Recruitment Beacon (or a Communications Plot), in addition to their other requirements such as owning X settlements total or having a Level 3 Basic Agriculture or whatever. I presume THE RON's system checks for all that too now that the system's closer to "working as originally envisioned", which is likely why he so frequently gets reported as 'bugged' for constantly saying nobody's available to recruit. Prior to 1.0.4a the mod wasn't actually checking most of those requirements they're all flagged as having.I just wish it were accessible. My standard build out of 111 comes with CHA 6, but I've never pulled any of the unique NPCs in SS2 that aren't part of the first chapter of the main story. Granted, I haven't put as many hours into a single SS2 playthrough as many others... I've started over a bunch of times. Maybe the current run will be "the" one.
With Tales/Commonwealth, all you have to do to experience the content is to go out and find it. With SS2, there are requirements you have to meet. Or there's the Ron avenue, but the one time I finished the first chapter of the main story, he kept telling me there were no settlers to recruit. That was a few patches ago, though.
Personally I just use "Settlers of the Commonwealth", which I THINK is technically part of Tales snipped out to just be the named/voiced people you can find scattered around the map. They're all reasonable, although they do all have just flat 4s across their SPECIAL stats.
