There was a problems in the quest The Art of War - after capturing the outpost on the pier, I cannot equip it using the city plan desk - the camera moves away, music plays - it played for an hour.


Plus, despite the fact that I led a caravan line to the post and placed containers, the supply indicator does not rise above -9.

Which is why I can't capture a fuel depot held by super mutants.


Thirdly - marking targets - I had to mark the same fuel depot with a Flare gun, and then I had to come very close.

The binoculars didn't work at all.

Supplies can be obtained by occupying territories, trading with the NLTC (talk to Charlotte or a lvl 3 caraveneer) or by personally donating ammo, etc, at the war desk. My guess would be that you don't have an adequate supply income since you were only just given the tools needed to occupy territories.
