any sim settlemtns 2 artillery mods that automatically buid artillery ?

That's an "Addon Pack" - what those do is provide more options for each plot type. That one does provide designs that include Minutemen Artillery, but you would (probably) have to specify that's what you want it to build at a Martial-type Plot.
Something that I feel I should clarify is, "City Plans" aren't some sort of AI-driven automagic system, despite how the mod describes them; they're actually copy-pasting into your game the way another player built that settlement, so the mod will only put stuff there that said other player told it to.

There's also the massive RayBo gun from I think JunkTown? 3x3 advanced martial, 3 occupants, oversized in the back. I love it.
Just make sure to use the artillery plots AFTER finishing Old Guns, or you'll break that quest. I think they are all conditioned to unlock at that point but still.
