I resize items with place everywhere a lot when I am building. Is that allowed? will it even work when made into a city plan?
 
If they don't glow purple, it should be OK. I've never tried that for a building plan, but it looks like it works for plots. Try it!

I have done that in all 5 of my city plans. It's very useful. The .json file that is the export by Transfer Settlements has a key:value pair for scale. It's worth looking at one in an editor. Not everything in the file is used by the city creator website I think but scale certainly is.

My thoughts as well. I'm doing similar to the OP so I read the rules very carefully. It does not forbid any of these things and even recommends it.
Recommended: Place Everywhere - This will allow you to place things in ways that would be very difficult otherwise.

Well you can resize anything but it wont look so gud for some objects ;)

I wonder if it would be theoretically possible to apply a global scaling modifier to a plot and all contained spawned objects? Would be quite helpful in some cases for the smaller settlements where space is limited and/or where clipping might occur with some plots that are a bit oversized though I guess not much can be done about those since we can't really plan around every plot potentially being oversized or having a giant tree, etc. I also suppose that the math that would need to be done on the fly to proportionally move individual objects closer to the origin point might problematic, if every time the plot loads loads into the game the scripts have to run some math to move everything's position a little due to rescaling?

Hopefully people won't complain too much about this kind of thing, as an author I get a bit out of touch about this kind of thing because it is obvious to me some things that can't easily be solved or no clear solution, and in my view I'm totally fine with selecting different plot if I need to in order to avoid clipping. I usually just know where things are going to be with the oversized plots(I do tend to like these ones) and just plan plot selection/what will be built around it accordingly.

I suspect scaling plots wouldn't be a simple thing to add, for instance my addon's houses had a scaling of 0.9 to have them fit nicely within the plot area but after doing so the CK throws off their relative positions a little. I might try with plots later to just generate nif, then maybe scale in nifskope.

Oversized plots should always be player select only. Undersized plots have lots of free space to walk through.

Bad idea to do so in an addon? My house plots did so, I tested it and 0.9 scale made them fit inside plot zone while still not having issues with movement inside the plot while 0.85 scale or less caused problems like getting stuck on doorways and stairs. I also left furniture at 1.0 to avoid people changing size when using the marker.

Would it be better to just leave them oversized and make player select only? An thinking about rebooting addon after the contest and rereleasing with potentially changes/redoing on every plot I have plus adding new ones.

What I might do actually, it occurs to me since people may not like every possibility(like rescaling) is getting into branched plots for options and having certain ones be unlockable. Was already thinking of it since I had difficulties using my own plots in my contest city plan due to the built in foundations was making it an option. Or perhaps could just make the foundation menu additions & never on the plots themselves?
 
Plots are expected to be a certain size. It makes life so much easier if the plots stick to that size. Now, the items on the plots, they can be scaled, but I expect all exterior plots to be 2x2, and internal to be 1x1.5 or I am not going to use those addons or plans that scale plots.

Is how mine did it good or not good? did you try my addon?
 
Not yet. You need extra dependencies for yours IIRC.
That's one thing I want to try to change. I used a lot of other mod content but I think I can redo them without snappy/master plan/DLCs.
