Question Always shows 5 potential recuits tomorrow - they never come

I think my Conqueror is bugged out. First it started with Red Rocket "not an allied settlement" after I conquered it, then I couldn't even recruit anyone. Jammer tells me there are no recruits to attack any locations with. I'm stuck.

Have you tried maybe sleeping for 24 hours or waiting for 24 hours. I've noticed that in some of my settlements they auto assign to jobs. I think there's a way to turn that off otherwise I just run around and assign them to warrior instead of guard or worker.

If you haven't already, place enough beds for them to come in.

Reassigning them as warriors worked. It turned out that almost all the recruits were workers for some reason. Is the AI supposed to behave like that?
