All NPC Standing in one spot in Vault 88

I'm having an issue in Vault 88 where all NPCs will stand in one spot and apparently can't move. Settlers, companions, and even the enemy mob spawns deeper into the vault caves all stay in one spot. If I try to command my companion to move somewhere, they give the dialogue saying they can't reach it, even if it's directly in front of them. They'll repeatedly teleport to me when I run further away and then stand there. NPCs only move by the main vault door and in the entrance area.

I have already installed the following:
  • DoorsNotWalls
  • Multiple Floors Sandboxing
  • Settler Sandbox Expansion
This seems to be a pathfinding-specific issue or something related to that in Vault 88, as I don't have this issue anywhere else in the game. I am currently using the Vaulted Vault 88 and have left a comment about my issues on that page without a response.

Strange, I am using the same city plan with no issues and have used it in 3 playthroughs with lots of mods. Do you have a lot of interior builds?

Do you mean the interior plots for Vault 88? I am only using the main Vault 88 plan and some of the plot packs (not all) that it recommended. This issue is specific to Vault 88; I don't experience it elsewhere. The settlers may stand around in some of the other larger settlements that are bigger than recommended, which I know is a game engine thing. But if I command companions to move, they can move. In the Vault, they say they can't reach the spot and stand still. Even hostile mobs that spawn sit in the same spot. I was thinking of trying another Vault plan and seeing if the issue persists to see if it might be something conflicting or an issue with the specific plan.

I can try to post a video of it if that will help

I meant like interior settlements like Home Plate, possibly Mechanists lair?
The reason I ask is back on July 9th, this was posted:

Major New Fallout 4 Bug Discovered: Shared Interior Cell Navcutting

Sorry I don't know how to link another thread, but you may want to look it over.
It sort of causes the things you're talking about.

There is a mod to fix it.

Thanks for the reference, but unfortunately it did not work for me. I have attached a small video showcasing exactly what's happening. I noticed that companions will follow me through the main vault area until entering the Atrium. Then it's like they run into an invisible wall.

How many settlers/companions/etc do you have in your vault? 40 seems to be limit for animating idle stuff around you. Including turrets.

Make a save game and do the disable half your mods and see if the difficulty goes away. Its not the fastest but it usually gives you the info you need.

If you like post your mod list and I'll see if any names stand out to me as trouble :)

If that's the case, that could be an issue. But I had this problem even when the vault only had 2 settlers. My sanctuary is definitely over 40 and I don't have this issue with that settlement.

I didnt see anything that jumped ut in the file names. I downloaded the Vaulted Vault and built it and its a really cool design. Nobody was moving so I tossed down some activity markers but they ignored all of them except for one search through files action.

I spent a couple of day/nights in the city then went outside and slept a few more days. When I went inside the settlers werent clumped up in the entry and moved a bit. But there is some kind of hiccup (IMO).

This seems to be a pathfinding-specific issue or something related to that in Vault 88
If this happened after doing the quest Hole in the Wall(or maybe others) you may have encountered the tunneling molerat bug especially if it locks up while saving in the area with molerats(the 'hidden' vault). When I first encountered this, my companions wouldn't follow me- they'd just stand where ever they were when it happened and were completely un-responsive. Almost like they were stuck in 'idle' mode. This could be that. If it is... unfortunately there hasn't been a mod that i've seen that could address it. You'd need to load a game prior to encountering the bug and then activate(install) a mod that will change the race record of molerats and radscorpions to not 'tunnel' once above the ground. Doesn't make sense really... since they more 'teleport' than 'tunnel' since they move faster underground surrounded by dirt than moving freely in the open air.

Damn, if that's the case, I'm probably screwed because I've kept playing, and this is my first playthrough. The issue still persists, but thanks for the help anyways, and I also appreciate the responses from everyone else.

I know this is coming late in response, I came across this thread while searching for Vault 88 pathing issues as I'm about to take on a build in there.

When it comes to everything freezing, there is one mod that comes to mind that would cause this and that is "Scrap Everything" if you're using SE try disabling it and see if problem goes away, hence the reason I stopped using it, it somehow or another effects interior cells that spawn mole rats, there's threads out on this and the causes when it comes to Scrap Everything mod.

As Mystical Panda stated tunneling mole rat Bug, this actually is not a bug it's caused the the SE mod, once it's disabled the problem will go away.

I've been having this problem in Vault 88 for like 5 years and I was never able to sort out the culprit. Tried four different mods that clean and re-navmesh Vault 88, tried the Interior Navcut Fix, tried the No Molerat Teleport, everything. Tried using floor and wall pieces that work just fine in another settlements. Nothing solved the problem.

What happens in Vault 88 is that at first it works, both follower and NPCs can find path inside. But after we complete the Vault 88 questline and import any blueprint, or even build the vault from zero, then leave and return after the cell reset, it seems the settler AI stops working completely inside it, and even the follower stays stuck. And this only happens in the zone we've built.

I'm starting to think that Sim Settlements doesn't work well in Vault 88. Maybe it has a issue with interior settlements. The next time I import a blueprint, I'll disable the import of SS plots and see how it goes.
