level 2 for lights with most plots
depends on the plot most are pretty much full of clutter but little things can make a difference maybe a pot plant here and there
Once they are fully upgraded and I can confirm there's enough space, I'll add a sleeping bag for my child settlers in some of the bigger ones. Because otherwise they are homeless orphans, and that's sad.
I used to, then I realized that the plots may decide to put a wall or something pretty much anywhere as the plot upgrades and I got tired of having to go around doing stuff. I tend to place my plots like a city square where I can, with a community area in the middle with maybe either a vanilla building or something I've built, then decorated the crap out of, then outside of that goes the commercials and industrial and then outside of that goes the residentials for it all... On a 20 settler settlement you can space out the residential plots a bit, leave room for trails between the commercials and still have a 2x2 plot in the center for fun stuff.
An alternate I also use often is 2 commercials or industrials backed by residentials, a road and then 2 more. They make a pretty passable main street for downtown USA. Sometimes I'll do a longer main street that is 3 or 4 of these 2x2 plot squares in a straight line with a road going up the middle.
Edit: I often have a dorm building which is just a couple of beds inside a structure to take care of children or any settler overflow without tanking my happiness.
