Acquire Oberland Station without Minutmen?

Is it possible to get Oberland Station as a settlement in SS2 while leaving Preston's Pathetics in the Museum of Freedom? I'm trying to avoid most main quest stuff and concentrating on the fun new content added by SS2.

I'm pretty sure settlers at un-owned settlements will occasionally ask you for help if you talk to them, even without Preston telling you to. Worst case, you can claim any settlement through the Workshop Framework settings.

Might doesn't fit you character/RP, but you can also murder all of the settlers who are there, and claim it that way.

The Workshop Framework holotape includes a tool to immediately claim any settlement at your current location.

Try visiting the settlement and talkign to the NPCs that live there. They should give you a quest.

If you never finish the opening quest for Preston and go back to talk to him, most settlement NPCs will give you a quest if you just talk to them.

The only settlement locked behind a quest is Boston Airport. It does not unlock until Act 2 after the Brotherhood of Steel arrive.
All other settlements can be gained by doing a quest for the NPCs living there or by killing everything.

So far Abernathy Farm, Greengarden and The Slog asked for a problem be solved.
Oberland, Ten Pines and County Crossing didn't want to ask, so I used the Workshop Framework tool via MCM.

Add Bunker Hill to the have to wait for Battle of Bunker Hill/Banished.
