In another topic a good point was brought up about Commercial plots requiring 11 beds/Residential plots. Robots don't use beds/Residential plots, so I would assume that means for Graygarden we can have up to 9 beds as otherwise the settler limit for the plan will be above 15. Including 11 beds would make settler limit be 17.
But for players using the normal default requirements, the commercial plots won't build on their own this way without them manually adding in beds/Residential plots. Might lead to some "Why are my Commercial Plots at Graygarden City Plan not building" posts. It can be changed but I believe that bed/plot limit is the default setting.
So do we add more beds so Commercial can be built normally, or stay at 9 beds so that settler limit will not be above 15 as per the rules(and assume that players are going to disable the bed requirement)?
