Hi there, hope you're doing well. I'll just get right into it, if you're going to be making massive overarching geometry changes for a settlement, say, for example, by adding a ton of massive rocks to make a custom mountain, please do those changes in tier 0. It would also be helpful if all plots and stuff like foundations for those plots got visibly placed at tier 0, too.
Right now with every settlement design it's a big ol' guessing game on whether or not we can actually place something somewhere. While it's technically safe to place something in a place after tier 0 gets built it is immensely frustrating to think you've put something in a safe spot out of the way of the plan and then, say, again, for example, you get a massive mountain suddenly on top of your generator and completely obscuring the carefully laid out electrical grid you put up because you thought "surely they wouldn't build anything major around the workshop."
So please. If you're planning on making a plan for a settlement make all major changes in tier 0 and, if you're not sure if it's a major change or not, put it into tier 0 anyway! Also, please visibly place plots down at that time as well. Seeing an empty spot and knowing it's probably for a plot but not knowing what kind is nearly as frustrating.
I know there are a lot of people who like the idea of "progression" and being able to see it and adding plots and big geometry changes as things go, but for a user not being able to put in, say, an industrial plot for IDEK's logistics station until after everything's finished in level 3 means that I have to set a supply route manually and not get all of the benefits of having a station there or I have to end up moving it around as stuff, such as massive mountains, are built in later tiers. It also means that a myriad of things you placed often have to be removed because the area you placed them at was completely clear at 0 but is now in geometry afterwards.
Thanks for your time and efforts, I hope I didn't come off as too "complainy," This is my first save using SS and its expansions and up until now I've been able to deal with not knowing where changes are going to happen and plots are going to go. If something gets placed in or on something I've placed it's generally an easy fix to just move the item/plot somewhere else. But when massive geometry changes are made to a settlement in such a way that makes it impossible to use once usable ground and there's no acceptable ground remaining for use that's when I feel that there really should be some way of seeing where things are planned to change in a major way or for the major stuff to just automatically happen as soon as the plan is selected.
