Anyway my thought was: all your taxes are put not into workbenches, but into a shared container, which is accessible from the bank. Then maintenance costs are paid from this container.
The NPC itself might be a custom vendor which sells pre-war money. Aka: money changer.
First off, I wouldn’t want to discourage anyone from doing any plot (more variety makes me happy). I would not mind a bank as a recreational just for the sake of it.
Regarding your idea, I’m not sure how much I like it. Just to make sure I understand, your plan would be to take the taxes generated from the plots into a new plot instead of having them in them in the workbench. That plot would have a container and be shared... between banks? Kind of like the IDEK station does? And then instead of paying the maintenance cost from the supplies donation (or the workshop? I honestly don’t know if it would take money from there cause I always deposit 100 caps in the donations in the city planner desk) it would pay from the shared containers the banks created?
Gonna admit as I was deconstructing it I started liking it more and more. A few notes if my understanding is right:

Anything from this point is basically me brainstorming the idea, those are my opinions and ideas I had, I’m open to change them, feel free to discuss)
- I’m not in love with it as a commercial because it’s a kind of plot that, if used, you’d end up creating in every settlements. Unless it’s possible for this shared container to take caps and pay maintenance in every settlements even if there is no bank there. But then it becomes a plot we’d need to build only once.
- I’m not sure what makes more sense than commercial. I think it’s too useful to be producing money, a bank should be taking money away, not the other way around. They’d have to make money from fees. An industrial that produces nothing and cost money? I’d like it only because martial requirements make me build industrial a lot but that’s not logic, it’s just me gaming the system. Could s as better argument be made for Ind? What about how it protects money so... Martial? With the added plots from conqueror do we need another martial that needs to be built everywhere? Same for recreational? And unless you want to argue the merit of the “growing money” expression I think we can forget agricultural. So yeah... I’m not sure I have an argument for anything more than commercial.
- Personal request: skins please? Especially if it’s a plot intended to be built more than once. While I think it should be all one brand (ex: Sim Settlement Bank of America) it’s a plot type that could look different if held in a BOS location vs a raider location. Or Far Harbor vs Commonwealth.
- Since we talk about how this could act in many ways like an IDEK station, why not go all the way? There’s an option to have them also take many types of products (food, water, drugs etc) to the shared container and another one to use items from the container for water and food donations. Would that be something the bank would stay away from or would they consider any system of donation from the communal pool of resources their domain?
- Wild idea: Does it have to be a plot? Could this idea of taking taxes and paying maintenance for Sim Settlements be achieved in some other way? Similar to a scavenger station? A new unique city planner desk?
