“Common wealth rising: check out what’s going on in the comm array room” bugged out and won’t let me progress.

When I got to the room to “inspect what’s going on” they are just standing around doing nothing. I cannot talk to them because it just says they are busy. Is anyone able to tell me how to get past this or if there’s a trick to getting them to do something? I’ve tried reloading several saves and it gives me trouble every single time. Any help is greatly appreciated!
