05 Layers Concept - A City Planner's Dream

Not yet tested by me. Basically - once you've built up your full city, you do not need to tear it down. Instead: place the appropriate parts of your city plan on the appropriate layers. Toggle off the layers you don't want, and use Transfer Settlements to create your layer plans.
