Added a new option "Outpost Plan" in preparation for the 3.0.1 patch, which will support City Plans that should only show up for players when applying a City Plan to an Outpost.
Fixed a bug that would cause plugins with similar names to not be included correctly in the required plugins data. Most notably this would affect DLCWorkshop01/02/03.
Add population fields when using Leveled Plans. If left blank, the population found in the save file the export was generated from will be used instead.
Fixed an issue with the server scrap profiles for all Far Habor settlements.
Added "Exclude Scrap Data" option to the Advanced Options of each city plan, which will exclude the data for removing and restoring vanilla items.
Added "Extra Layouts" option to the File Options section, which will skip linking the layouts to the city plan records, messages, and design records. The assumption is in this case, the goal is to simply create layout records to pair to an existing City Plan via merging. Best used with the For Merge option.
Layout record Editor IDs will now include a condensed version of the City Plan name to better distinguish them in files with multiple city plans.
Fixed a bug that could cause power connection data to not be stored correctly, causing some connections to be incorrect when building the plan in-game.
Uploaded new scrap profile data for Croup Manor and Outpost Zimonja, which should result in more accurate scrapping.
Fixed a bug that would cause plots that changed between levels to end up duplicated in the City Plan after level 1.
