Yep, looks like I will get this done, so here the progress so far...
I have been busy rotating hundreds (a thousand plus wouldn't surprise me either) of rocks to create a cavern at Zimonja.

I uploaded a save file of level 3 today so people can have a try and see if it functions before they commit to a full city plan build cycle.
You can also use the optional workshop framework layouts to go straight to building a level of your choice if you want to reduce the number of plots and modify to your liking.
