Based on researching the subject, this topic has been run over many times, and I apologize if I am beating a dead horse. However, regardless of how much I have looked into it, I still haven't found a proper solution to the issue I am running into other than the Xbox One S isn't great for SS.

I installed Sim Settlements on my Xbox One S, later in-game and presumably the version with ROTC built-in, and things ran smoothly until Sanctuary was finished being built ROTC-style. I was able to visit long enough to check out what was built with no problems. For some reason, after playing the game further, I cannot fast travel to or walk near Sanctuary without the game freezing and crashing. This also affects the Red Rocket gas station, Vault 111 and other nearby locations where the game freezes and crashes at the end of the loading screen. Unfortunately, this means I cannot get within the bounds of any location near Sanctuary to utilize any of the self-destruct tools on the holotape or clear vanilla settlements.

Things I have tried:
  1. Sim Settlements 2nd in LO under UFO4P
  2. Disabling all other mods
  3. Using minimal performance settings
  4. Walking into Sanctuary from all sides
  5. Hard Resetting Xbox
  6. Disabling Sim Settlements
  7. Deleting Sim Settlements
Other SS Settlements:
Tenpines Bluff
Sunshine Tidings Co-op

I have yet tried to "scrap everything" as I have read that it leads to a scrap crash that corrupts the cell. I am not really sure what to do at this point, and I would like to keep my progress so far if at all possible. Any further suggestions are greatly appreciated.

I still haven't found a proper solution to the issue I am running into other than the Xbox One S isn't great for SS.

Xbox One S is fine for SS, just not for RotC and more specifically not for level 3 City Plans.

I've never ever had a game where I've successfully built a level 3 city plan. That's not true. They may get built... but then crap my game every time.

I would like to keep my progress so far if at all possible.

My suggestion is to go back to a save before Sanctuary upgraded to level 3. [edit: I'm assuming by all your problems started after it "finished being built RotC syle" means it upgraded to level 3] Then don't ever upgrade it. You can let the plots upgrade. You maybe can build/fill some some stuff in on your own. Maybe scrap it. Whatever you want, but don't ever upgrade to level 3.

You'll be trading some progress to keep some progress, instead of losing all progress. And you'll save 2/3 of city instead of losing it all. Going back in time and nipping the problem in the bud before it ever happens will also be the best solution to the long term health of your save game.


Or, and I don't know if this will work, go back to a save before you started disabling/deleting mods--even if that did fix a problem short term, it can cause problems long term and have you chasing ghosts down the road.

Then craft a town meeting gavel at a chemistry station. It will show up in the aids section of your inventory. Favorite it so you can use it quick and easy. It has a "scrap this settlement" feature.

Next fast travel somewhere near Sanctuary that you don't crash and then slowly walk backwards towards it as you try to activate the town gavel from the favorites/thumb pad of your controller. The gavel won't activate its menu unless you can catch a slice of the settlement, but if you can get into just a bit of settlement you'll be to use the scrap settlement feature. It may take multiple tries from multiple angles. It may tax your patience. You are trying to just get inside the settlement enough for the gavel to register but not so much that the settlement crashes the game. I'd recommend starting your approach from the North East Corner.
