Question Workshop Framework Export City Plan Questions

I figured this was the best place to put this. I recently tried making a city plan with the new workshop framework tools for exporting city plans and have run into a few issues.

The first issue is that on testing a city plan is that the 'designers choice' option doesn't seem to work with these plans. Plots build random designs. Is this intentional/a limitation?

The second issue is that the city plan doesn't build any content from mods that add items to workshop mode. Again, is this intentional?

Just looking for some clarification and whether I need to go back to the transfer settlements method.
 
If you leave after everything is built and return a few in-game hours later the plots will all be correct.
Those mods are enabled when you are building, right? Because I use third party workshop mods without issue.

I haven't had any luck with moving away to make the plans change. Does a certain amount of time need to pass? Do the plots need to have built or not built?

I've noticed that on the save I built the stages on when I build them as a settlement all the plots and beds are spawning regardless of the number settlers present. I'm pretty sure that isn't how it's supposed to be. So I'll probably use transfer settlements to move the build stages to a fresh save and export them again from there.

One last question, On my end the maximum population of a settlement stage seems to be set by the number of jobs rather than the number of beds as it was before. Is this how it should be?
 
The building all plots from the start was an option introduced with the last update. It is optional in the planner holotape, it's useful for allowing you to choice what to build first.
I thought that population was set by residences/ beds rather than jobs, although I have noticed that when taking a settlement in a raid that sometimes there was too many settlers for the bed count and that it may have been using jobs instead for that.

I just did a test. I used transfer settlements to move the lvl0 build to a fresh save, then made a layout with workshop framework. I used the layout plugin creator to make a buildable layout and built it, but it again had the missing pieces.

All the missing pieces were from Woody's Wasteland Stuff (https://www.nexusmods.com/fallout4/mods/24951). Is there something about this mod that would make it incompatible?
