Why won't they shut up...

My settlements have enough everything. Food. Water. Beds (This one is important). Defenses. Even damn amenities (recreational plots)! But the settlers for some GOD DAMNABLE REASON keep saying "People are sleeping in shifts." "People been talking about the bed situation" BLAH DEE DAH DEE FREAKING DAH! I'm not expert, but I'm pretty sure 35 beds with a population of 25, means you have more beds then you need. WHY DO YOU WANT MORE BEDS?!?!?! ARE MAKING A FORT?!?! STOP PESTERING ME ABOUT SOMETHING YOU HAVE PLENTY OF!
 
Go refresh all your residential plots. You probably have the refresh bug.

The dark spot on the bed is the level 2 bed showing through the level 3 bed. You can also notice the issue with the desk and lockers.
 
Yep when they upgrade for some reason the beds have been remaining behind causing some issues with the housing and settlers needs.

I have been trying to figure out the hows and why a few days now. My last game I had five settlements going and still have been unable to get the exact cause.

part of the problem is plot designers, for example, if the modders added items to each level then everything is fine. It only seems to be happening when a plot removes stuff and adds new stuff.

I want to say it depends on your scripting baggage when you first visit after the upgrades. Almost like if you visit while having heavy script baggage the refresh gets delayed and then if you leave the settlement before the refresh is done it becomes permanent.

I wonder if this has anything to do with it? The following is from the v1.0.0L Patch Notes.
Fixed a bug that was causing normally uncommandable NPCs to be auto-assigned to plots and some other workshop items.
I did a test where I turned off auto-upgrades and did some building in Starlight. I have 7 "settlers", 4 of them from the Planet X quest. I have 3 multiRes plots at lv 2, 2 & 3 for a total of 7 beds. There is one vanilla bed that's unassigned. The workshop HUD says I have 9 beds. I verified the NPCs are correctly assigned to the res plots. I have refreshed the 3 res plots. I have 7 'job' plots and 2 rec. The Needs HUD (left side) indicates that I am short one res and one job. If I through down a res and ind plot the HUD goes to full. There is no one assigned.

Now back to the above quote: There is the brahmin from Planet X. I might have to break out the hunting rifle and barbecue pit to see if that's the problem.

Yeah that is why Preston was pushing chems on me instead fo settlement missions. He attached himself to the furniture shop (outside the settlement the script defaulted to chem shop) and kept trying to sell me chems every time he tried initiating the idolized conversation.

I want that to be an actual thing now. Also they're still complaining I've refreshed like 50 times now. "WE NEED MORE BEDS! C'MON I'M SLEEPING IN THE SCRAP PILE!" "I'M SLEEPING IN THE CROPS!" Dudes you have 11 beds now because one of you built an extra residential plot up for some reason, theres only 10 of you, please explain why your sleeping in shifts, please explain why you don't have enough beds... Do I have to build everything for you ANYWAY!?!?! DO YOU JUST NOT WANT TO USE THE STUFF YOU BUILT THEN IM GONNA GIVE YOU A SLEEPING BAG ON THE FUCKING ROAD WITH AN UNSEALED BARREL WITH HIGHLY RADIOACTIVE MATERIALS NEXT TO I- why the fuck are you happy about this
