Why do we need city leaders or provisioners at all?

[ It seems an obvious question, so forgive me if it's been addressed elsewhere, but the search turns up so many hits for "city leader" I couldn't find it. ]
My 2 big headaches are managing provisioners and city leaders. For some reason the tracking tool doesn't seem to work for either one, and I can't find a list of all the eligible leaders and where they are assigned. I thought I could use the "Change City Leader" command, but instead of listing only unassigned leaders, it lists ALL leaders without showing where they are assigned or even IF they are assigned at all. It's all very frustrating... why is any of it even necessary?
Why do we even need leaders or provisioners? Can we have an option for settlements to just automatically share provisions and manage themselves? Sim Settlements is an amazing mod, but frankly, my interest is not to get sucked deeper into the city management experience, but to escape it. I don't want to abandon the settlers. I like being able to help them and see my actions make a positive impact on the world (a la Fable), but I'm not playing sim city or the sims. I just want the settlers to manage their own affairs and give me quests when they need stuff. Less management and more fun!
 
Leader lists only show the available ones. It could happen there are some repeated if you have an addon or two that have the same leader, so it is listed twice.
If you want to develop the city regardless of food or water, just disable all city needs and dinamic needs. Or run wizard and choose low involvement.
Lastly, try IDEK's logistic station. It Will resolve the supply lines better than vanilla
 
When you assign the first leader to a new settlement, it only shows unassigned leaders. But if you select "change leader", it includes leaders that are already assigned. I would consider this a bug. But this is not a bug report. I don't see any reason why leaders are actually required (other than a gameplay choice), and the "low involvement" option could be enhanced by simply removing them. Same with provisioners. Rather than having to install and manage yet another mod to work around all the problems, just add an option to remove them.
