Why do settlers keep overriding my plot choices?

Is this a new setting?

I'm not talking about blueprints, I'm talking about actually building a city and selecting a plot. For the most part, they seem to respect my plot choices if I set them before they get claimed, but occasionally -- mostly with internal entertainment plots, it seems -- I will pre-select an entertainment plot type, a settler will come along and say "I don't want this to be a bathroom, it's a power armor repair plot now!" and no amount of going up and changing the plot type back will "stick."

It's been a few releases since my last attempt at this, so I wondered if there was a new setting added somewhere that I maybe need to toggle off. I didn't find anything, but there are a lot of sub-menus so I may have breezed past it.
 
... this is may be more of a general Sim Settlements question, and not specifically a Mod question. I was thinking "mod" because the specific battle I'm fighting is between a bathroom plot and a power armor maintenance plot, both of which come from addons.
 
That's pretty common. The method we use for building plan selection is a little bit clunky, as it relies on detecting those plans in your inventory.

Whenever you grab a plan to see its description, it gets put in your inventory. When you press cancel, SS is supposed to remove it from your inventory, but it isn't always successful. Depends on how quickly you're looking at more and how many addons you have installed.

When you finally close the container, SS looks for the first building plan it can find and then removes all others from your inventory. If you had multiple, building plans from the above reason, the one it found might be different than the one you pressed Build on.

This is something that will be fixed in the recode, but isn't fixable in the live version without breaking a lot of things.

So the solution, is to select a building plan, then confirm it worked on the plaque before going to next plot. Rapid fire plan selection tends to cause this to happen more often as it doesn't give the scripts time to scrub out the old building plans from your inventory.
 
Ah, ok. That makes sense. "Rapid fire" is a thing I am guilty of when I'm setting plots...
