Why do city plans lack essential needs?

If you have any mods that edit the workshop build limit, don't use them. They are mostly not compatible with WSFW and redundant as WSFW allows you to adjust the build limit anyway.

With the console open, click on the workshop workbench and enter these console commands:

getav 34A
If either one returns a negative value, that is why the build limit appears broken. Use the setav <FormID> <value> command (FormID is 348 or 34A) to set a value > 0.
You can find the default values by clicking on the workshop workbench with the console open and entering:

Agreed - if you are using WSFW to increase to levels like 2400% and it is saying that it is still maxed it sounds like you have a mod that impacts the settlement build limit and if that is the case it will cause all kinds of issues.

Sorta true. I have had a few completely random times where, I think CurrentDrawsAV, was set to -1. The only workshop related mods I use are WSFW and Uncapped Settlement Surplus. Well, I guess SS2 too, by extension... I have chatted to Kinggath about it, but neither of us have a clue where to even start looking. Random bugs that don't have a definite pattern to trigger are the worst to try and squash.

Seems like deleting one element, like a bush, does fix this problem.
What still happens is, that a settlement tells me, that there is not enough energy, no matter how many generators are built.
 
check all the wirings... maybe its some very far away object/plot thats out of reach that wants power.

Does this also work with resources? Because all my settlements are more or less fine now, except Warwick Homestead. This settlement always has zero building resources stocked no matter how much building material i donate.

No, SS2 uses its own system to handle virtual resources.

Do you have SS2 v2.3.2 installed? Read this:

If your virtual resource storage is full for the settlement:
  • Have no caravan plot in settlement:
    • You will not be able to donate. Try building more resource storage containers.
  • Have active and connected caravan plot in settlement:
    • The donated resources will be added to the first settlement found in the network that has storage space available.
 
Haven't been on a while but thought I should add a few more things.
Yes plot level has been mentioned - single person residentials should be fine (although I think the 2x2 Outdoorsman can build missing the bed fixed with refresh, and a few plots from other add-ons have beds but don't add to the the top settlement bed count).
Multi- level residentials can have issues if they lag behind the level where they should be, (for those that add more beds the higher level they are). Also some also don't seem to have the correct top bar bed count.
The add-on bare essentials for me seems to not spawn in the beds/bunks when it first builds, but they appear when you refresh the plots.

Designer Choice and Starting Plot Levels in SS2 options can ensure the correct plots are built at the appropriate city plan levels. Without designer choice (or if you did not have an add-on that a multi residential plot comes from) a settler may build a single person residentials instead - throwing out the desired number of beds for that and future city plan levels.

Lastly, since there have been some code changes in SS2 and WSFW since some city plans have been created, there are a few users that have seen settlement settler numbers go wonky. This may be due to the code changes or maybe mod/load order interaction. (I think some found my Abernathy and Castle plans had this issue). There were more recent changes to the city plan web compiler that allow a creator to specify the number of settlers per level for newer plans, (I put up 'recompiled' plans for the 2 I mentioned, but am sort of waiting for ch 3 to see any new plots before I fully revise and update my other plans)
 
NOW this is very new to me right there about the ROTC ones! I have no idea about this until now!! Very very interesting! :)
 
i tried running all tools from the City Manager Desk/Holotape and the Workshop. Nothing did the trick.
As seen in the screenshot, there 19 Settlers of 21 possible, but no beds. Also the settlers aren't assigned to any task.

You have reached the settlement build limit. Nothing else can be built until you increase it. You can do that with mods or by dropping weapons and armor and scrapping them. You can drop weapon/armor mods also. The one with the gears/scrap icon works better than the wooden box icon.

Now i can finally donate goodies with this plot now!!!! ty so much for mentioning it! :-D
 
Be careful with donating stuff to the desk, it often crashes the game. That's when this mechanic is usually brought up anyway, people rarely use it otherwise. Industrial plots should cover all your materials, and for caps there are shops and residential plots.

I have found that items that are added by other mods will sometimes cause issues with the desk. My work around is to break everything down into components and only donate those.
