Primary Bug Report Who can? ASAM! - Quest fails to update and is stuck on "Speak to [leader]"

I got the group to go to Sunshine Tidings and put Stodge as Mayor.
However the quest seems to be stuck on Speak to Stodge.
I gave it a few days in game to get everything built (2 2x2 multi-homes, 1 caravan, 1 Gathering building, 3 3x3 Farms, 1 water, 1 power, 1 bar, 5 rec plots, 2 martial)
So everyone has a home and is at 73% happiness all bars are full except recreation.

Anyone got a solution before I start digging into console commands?

Fixed an issue with Who Can ASAM, where if the player declines to let the settlers tear down the settlement, they would be unable to complete the quest.

• If this had happened in a save previously, the objective will be updated upon loading the game with this patch.

This resolved the issue.

I needed the console commands. Setstage SS2_Sirick_MQ13 30 till 150 to get all the steps and don´t miss a thing.
