Hello I have currently run into an issue with the Quest Who can? Asam! The issue is when I met Stodge's group i sent them to my Red Rocket settlement. When i got there i could not initiate dialogue with anyone and Stodge was stuck outside. I freed him form his location but can not progress. Any info would be apricated.

Depending on your rig, it could be script lag. I know when I do that quest, that it's hit or miss if it progresses correctly. If it seems bugged, I usually either wait, or travel away out of the cell, then come back a bit later. Not great help, but that usually works for me.
so i tried that and it is now in a glitched state of not being able to complete at all. and im not sure how or even if i can just skip the objective of the quest. or if i can skip the quest its self. and its not a hardware issue. im currently running on a predator helios 300 upgraded with a cooler on it.

You could try reloading a previous save and trying the quest again.
Or you could use the City Manager Holotape: Tools>Cheats to use the Quest Skipping function to skip to the next quest.
