Where's the shops?

It's me again...so, I have progressed as far as finishing the quest Well Well Well, and I expected to unlock shop plots for Lily, but it didn't happen yet. I only just remembered that I needed local leader maxed to open vanilla shops, so I maxed it out wondering if that's why, but I didn't see anything new unlock. Is it going to be unlocked later? Or did something go wrong?

Or did something go wrong?

The shops are unlocked after the quest "New Plots on the Block" or "Vim and Vigor" if you elect to skip "New Plots on the Block" after completing "Vim and Vigor" so you still have a ways to go.
