When do settlements check for new settlers?

Hi all,
I am trying to find out when settlements make their daily check to see if there is room for more settlers, so I can be there to pop some chems and drink a beer to temporarily raise my charisma, thereby raising the population cap.

The thing is, I can't find any way to determine when that daily check takes place. I've checked the fo4 wiki and Googled articles on settlements, but can't seem to find this bit of info. Does anyone know how to calculate this? From one thing I read, the 24-hr clock of a settlement is paused while you are in workshop mode, so the settler attraction check is apparently paused as well.

And I think it's 0-1. So you can go awhile without collecting any - like a run of tails from coinflips.

I also think the first "call" when the beacon's lit is different - it attracts 1-2 settlers.

This is all half-remembered from Oxhorn vids.
 
It seems like its in the mornings but not sure of a time :(
I used to use 'Dont call me settler' and that had a setting where you could speed up the frequency of settlers appearing.

If I recall correctly, he said it's daily.
 
It's daily during the dailyupdate.

The dailyupdate happens at a different time for each settlement to prevent overloading the script engine (they all trigger and then are pushed into an offset based on how many settlements you have)

Would the time of the daily update coincide with the tax message?If so, I'll make a point to note the in-game time next time it fires off.
