Question When do I know its safe to manually build?

I've used rise of the commonwealth to get the settlers building themselves, I'm awful at settlement building...

However, in Sanctuary I've been looking around for a while and can't seem to find any weapons/armour workbenches.I've also started Automatron so need to build the robot workstation. How do I know when its safe to build without the settlers destroying what I've put in?

Generally speaking - once the settlement reaches level 3 it is safe to build.

It says on the mod that taxes are delivered to the local workbenchs - I'm assuming they mean the workshop?

Any crafting bench or the red workbench will have the collected taxes. It works just like normal shops do in game. Taxes will appear after you get the weekly tax message.
