SUGGESTION: Just a pop up warning if you pick a settlement you are already allied to.
REASON: Well if you happen to have stored anything in said settlement you will loose it the second you choose it as the target. i.e. Sanctuary, noob base stuff needs to be removed before vassalizing it.
