Solved (VR) Game acts as if Sim Settlements isn't even enabled (clean install)

Hello.
I'm trying to play Fallout 4 VR, however Sim Settlements mod does not want to work at all.
The holotapes aren't where they should be, and help "city manager" 4 command brings up no results, as if the mod is not even enabled (when it definitely is). All other mods work fine.
I have previously started a playthrough using Nexus Mod Manager to manage my mods, and Sim Settlements worked fine there. However I screwed up some texture pack installations that I couldn't fix, so I decided to reinstall the game.
Second time around I used Mod Organiser 2, and this time everything worked fine except for Sim Settlements, that act as if they aren't installed at all.
I tried using clean new game start, launching the game without other mods beside SS at all, and that didn't work. I also tried to NNM again, installing the mod in the same way I did the first time, and that didn't work either. Even manually installing the mod over clean game does not seem to have any effect at all. It is there in Plugins.txt.
I tried puting it in different places in load order with all mod managers - right after F4 and F4vr esms, after DLCs, after all other mods, and nothing seems to work.

I am completely stumped as to what may be the reason for this behaviour, especially considering that this same mod worked just fine on the previous install, but now does not want to work even on a clean one.
 
Unfortunately Sim Settlements is compiled with a newer version of the game than the FO4VR engine.

Since it sounds as though FO4VR is not going to be getting an upgrade soon, try using this mod to bypass the version check:

Note that this is only a temporary solution: eventually Sim Settlements will be upgraded with a feature that FO4VR will not support. From that time onwards you will be stuck with using an older version of Sim Settlements to play.

Ha! Same problem I had. I guess you already got the answer (above), but just I did some more testing before I saw this....
Running the current Fallout4VR version 1.2.72.0 / F4SEVR_Loader version 0.0.6.20, these versions of Sim Settlements did NOT work: 4.2.5, 4.2.4, 4.2.3, 4.2.2a, 4.2.2.
These versions DID work: 4.2.0, 4.1.7, 4.1.6, 4.1.5, 4.1.4, 4.1.3 (not sure before that).
So the most recent version of Sim Settlements that WILL work with the current version of FO4VR/F4SE is version 4.2.0.
