vault 88

first of all i want to thank kingath for the new cityplan for vault 88, but i have a question.
is the vault 88 plan limited to 6 people?

i'm on the foundation stage of that plan so i wonder if more population will join the vault as the city upgrades.

Each level is limited to xx population. So.. yes population will increase for each level.
