If you can get it to fit, you can put a plot wherever you please. A mod like "Place Everywhere" can help with that.

Yes, the interior plots will actually snap to the vault modules. I build vaults in most of my settlements. You have to complete the Vault 88 quest to unlock the vault modules for building in any settlement.
