Question Vault 88 Not Progressing past L0

I have been playing for quite some time and have had a city planners desk set up in Vault 88. I can not, for the life of me get it to upgrade the city plan to L1. I'm going crazy trying to figure it out. I've refreshed the city multiple times as a troubleshooting steps. Here is some more information:

RotC Vault 88 plan.
The percentage on the HUD says 100%
The scrap requirement is at 100%
Happiness hovers around 80%
All needs are met all the way.
All plots are at least level 2.
6/6 settlers, all employed.

The only things I can think of that might be causing the problem:
I have leaders turned off.
The bottom bar on the HUD (caps and wrenches) is all the way to the left,a doesn't seem to move regardless of what changes I make. The settlement does generate caps though.

Anyone have a clue what is wrong with my vault?

Stupid question from me, but when you select the plan, do you not get an option to manually upgrade the city? I thought you did / were meant to if you were "managing it yourself". May be off the ,ark here, as I always had a leader in order to prevent this sort of thing happening.

I have the game setting set so that I have to manually upgrade plots (I was having bad plots that were crashing my game). When I changed that setting I also changed the city plan upgrade to manual as well. However I don't get the menu option when selecting the blueprint on the desk. I currently set it to auto again to see if it will do it while I'm away again.

I just got the notification that they are making improents. -_-

I guess I'll see it when I get back. Uhg this has been a rollercoaster of frustrations. Thanks for your attempted help.
