So why is this still happening? I doubt it is a mod conflict...

You do occasionally get items left behind. They usually get removed eventually as scripts catch up, but sometimes items which you've placed yourself or as with your example, items not usually scrapable, get missed. Those beds will likely require either Place Everywhere's extra object selection option, or a console command to remove.

Sometimes the plot hiccups during upgrades and leaves items from the previous level. Could try a plot refresh if you haven't already, and stay in the settlement until the plot completely finishes the refresh.

If you are using ROTC plans be prepared to stay in the settlement up to an hour or more doing nothing. I mean nothing after an upgrade. Put your controller/mouse down and go to dinner. Or spend that hour refreshing plots.

These plans do seem to be problematic. I'm having a lot of the same issues in multiple settlements.

How? All I can seem to scrap is the "Stack Parent" which seems to leave a lot of unscrappable crap behind. Like the pics below.

That’s a scrip lag issue there if you wait around the settlement for a while the stuff will delete its self. Used to get that a lot with the 3x3 agi plots. Also remember just remove the extra plot you may have to pick them up a few times to get the right one. The other option is once the city plan finishes you wait around about 30 mins in the settlement then hope the extra plots remove them selfs.

im hoping they find a fix for it soon as I like some of the rotc plans.
