Unique settlers not showing up at all?

None of the unique settlers have shown up of me other than the ones you recruit straight from the Ron in DC. (Powells and Anton/ sister quest ones.) Any ideas why this would be?

They all have individual requirements to spawn, but the biggest one is that they ALL require there to be an active Recruitment Beacon in any settlement before they'll show up.
Other requirements include things like needing to own X total settlements, having a Level 3 Agriculture Plot at that settlement, you being a member of the Railroad...
