Unique Settler 'travel' AI changed?

Something I noticed in the test-save I'd been using to try to figure out the real world applications of the "Power Transfer" plot-type, is that the Unique Settlers appear to now re-check after they've spawned which settlements they want to wander between, instead of it being fixed when they spawn. I noticed it because someone I know had long since been in the world suddenly started visiting a settlement that had been empty at the time they spawned.
Can anyone else confirm this? I can't see it in the Patch Notes anywhere.

If it's now working like that, I might just have to re-make "Traveling Visitors" after all...
That said it might just be some fluke of part of Red Rocket's space technically being within the 'sandbox radius' of Sanctuary too... I don't know.

Guess nobody knows. I will put this on my list of "stuff I noticed but nobody cared until 6 months later when someone else did" then. (its a long list at this point)
