Unclaiming settlements

Hi guys, I just had a question, it may be a bit of a stretch, but is there some way to unclaim sim settlement settlements? So, a little unorthodox, but I have built every settlement up that already had people in it such as Warwick homestead, etc. I don't actually want these settlements, I like building and it annoys me how underpopulated the commonwealth is. I just want these towns to exist in my game.. After building I am ready to switch to survival and actually play. I have tried to use console commands but when I turn the game off and load back in, I'm getting the settlement back? Is ownership coded in because of the sim settlement 2 story?

I think in Workshop Framework (required for SS2) you can go to a workshop bench and a ''Workshop Controls'' or ''Workshop Tools'' icon will be next to the normal ''Workshop'' clickable. Click on it and go down to Workshop Ownership and the rest is self explanatory if this is in fact another workshop mod I have I will find the name in the morning. :)
 
Just looked at a old kinggath video. It is in fact a part of Workshop Framework and the clickable is called ''Manage'' same principle applies as the prior post by me.
 
I've had no luck, including using, setownedbyplayer false. Is this maybe because of sim settlements 3?
 
Using the Workshop, Select MANAGE,
then Select Settlement OwnershipWorkshop-Manage-Settlement-Ownership.png

You should be able to either Claim a Settlement if you don't own it, or Unclaim a Settlement if you do.

I've tested unclaiming an owned settlement using Settlement Ownership and logging back into the game afterwards, and the Settlement remained unowned for me.

At some point in the future, we will have something called World Repopulation, where you will be able to use City Plans to build up the Settlements before you exit Vault 111. Unfortunately, I've no idea when that will be available.

I have the same issue on a very small load order. I've tried narrowing it down with no luck either. I also tried using console to get rid of ownership along with using WSFW. They stay gone right up until i save and reload that save. Edit - I attached my LO file. I at the point of assuming its one of the dozens of f4se dll's that I have installed that don't play well with SS2.

Nothing in there seems responsible for that. Could be one of the F4SE plugins, yeah. I'm not sure I ever had problems with unclaiming settlements (though in a lot of ways they still act like they're owned), unless something broke it recently.
