Closed Unable to Use Supply Lines

As stated, I'm having some problems with my supply lines. When I select a settler to use a supply line, it shows the Caravan symbol as normal. However, when I leave it and later check my map, no supply line is shown. Because I attached my save, if nothing else I hope you can learn what's working and what's not. Thanks!

Also, I'm getting another bug where plots that I have just upgraded and won't be able to again for several day or are at level 3 have the "Upgrade Available" notification on the HUD and Pip Boy. I can post a save for that too.
