Unable to turn off Supply Costs in MCM or Holotape.

PC 3.4.3

I've been upgrading cities with the scrap requirements off for almost 48 game hours, and now they are all requiring the scrap to upgrade.
 
Are you still having this issue? I made a lot of bug fixes in patch 3.4.4, so hoping this issue was swept up with it.
