Unable to claim cleared Workshops

Not sure what it might be related to, but after clearing out an area, I’ll use Zimonja as an example, and next step is to access Workshop, I see the Search option but it doesn’t let me claim or access it at all. Has anyone seen anything like this before ?
 
@iramike I've seen something similar. I haven't experienced it personally outside of a couple of bugged quests. Once I had to clear the raiders out of Satellite Station Olivia and no matter how many times I slept or waited for the cells to refresh, I never received the cleared notification.

Ultimately, I reluctantly ended up using the console to clear that quest. Everything got back to normal afterward... I googled fixes and tried some things on my own, I'd try them if I were you. Results often vary per save based on many things. Mod lists etc.

The methods I ended up trying before were:

1) Searching the location for overlooked or "stuck" enemies.
2) Loading an earlier save.
3) Sleeping for a couple Days at an alternate location allowing the cells to refresh.
4) If all else fails, use the console. Here is a solid piece of info which should get you back on track.

Open your console and typ:
"sqt"
This will show a list of current active quests. They are listed by who assigned them to you. For example, Min02 for minuteman. For me the Weathervane quests start with RRR. So look for that.

Next: type in
"help <current quest> 0"
For example:
"help min02 0"
This will show the quest ID.

Next use the ID to complete the quest. Type:
"completequest <QuestID>"
For example:
"completequest 000B926A"

(000B926A was the id for Weathervane: Mass Bay medical center quest)

What message do you get when trying to activate the workbench?
You are not allied with this settlement (help quest not complete)
You need to clear the enemies... (clear location quest not complete)

If you have Workshop Framework you can use the Claim this settlement tool.
 
If killing everyone does not unlock the workbench I would guess it may fall under save issue, cell issue or somehow a quest getting stuck or some mod interfering. I would test via cheats to make sure, since some combat mods could make enemies flee when damaged and they all have to be killed to unlock workbench. I'd use tai;tdetect, move to there via coc RelayOutpostZimonja(I looked it up in case this is one of the dumb named ones like "FensRaiderCampExt" which is what Hangman's Alley cell is called) then use killall, simply to avoid the possibility that someone ran off. Since I think "immersive" combat/AI type of mods may do this, enemy might flee if they're low on health or the others are all killed.

Since I am not on my main PC for the time being, I'm not sure the exact command for forcibly claiming a workshop. I think it is SetPV OwnedByPlayer True. But I can't verify right now so it may be incorrect. If it is due to quests all getting stuck then it may be due to Creation Club causing quest problems, I think when this happened to me only thing that worked was the SetPV command. Or at least, it was faster to do it that way then look up what the CC quest IDs were & CompleteQuest on all of them. If you're also unable to talk to Codsworth to complete Out of Time or Preston to start When Freedom Calls, then I strongly suspect CC is at fault. If they've been ignored so far on the game, it might be worth checking to see if you can advance their quests or if they're broken.

What can help for troubleshooting purposes would be to:
  • In console command menu, click on Zimonja's workbench and use the command without quotes "SV" which will output a whole bunch of stuff, knowing what WorkshopID is outputted as may be helpful for troubleshooting purposes. If it is WorkshopID = -1 then that means the settlement isn't registering in the workshop system, which means some issues are happening if this is in a vanilla place like Zimonja. If this happens at every location, something is breaking the workshop system. If no workshops are usable and all are IDs are -1 then there is probably a very problematic mod installed. My first suspects would be Scrap Mods & anything that edits the settlement location's cells or the settlement's properties, like some kind of "My Supercool Outpost Zimonja Overhaul"(Not a blueprint or City Plan, a mod that just edited the cell directly &/or the data relevant to the settlement there). We're usually advised to not play around in the CK with the vanilla settlement's data or important vanilla cells especially settlement cells.
  • Seeing if the issue persists on a new game
  • If it doesn't persist on new game -> Upload save to Drop Box so it can possibly be checked, if it is a save that you want to try to salvage.

That's extremely cool! I didn't know that was a thing in Workshop Framework! I was sad it wasn't leading for file of the month but at least Faster Workshop Lag Fix is gonna win it.
