I have looked at several places for this and cant find an answer. On the Citizen Needs Report I am having trouble understanding what Job Plots: 88% means, does this mean that 88% of my plots are filled (so I need more ppl) or is it saying that 88% of my people have jobs (so I need more plots). The rest of those entries make sense due to comparing other metrics already in the game, but this one is giving me the run around.
