Trying to make PaintTrain perk give 50% damage reduction but failing :(

So idea is that PainTrain perk gives also 50% damage reduction (while wearing power armor) because let's face it, power armor is a peace of s**t in survival even with mods. So I edited the PainTrain perk as seen in screenshot but it does not affect at all. If any of you fo4edit masters could take a look and tell me what's wrong it would be hugely appreciated!! Thanks!

I'd open that in the CK as its easier to see what's going on. I don't know for sure in this case, but a lot of effects are applied as an enchantment.

I have made many small adjustments / mods with fo4edit but in this case there are some things I have no idea what they mean like "Perk Condition Tab Count". I hope someone with fo4edit knowledge can help. I have no intension of using CK.

Then your best hope would be finding a record that does something similar to use as a template.
I'm pretty sure I read a post by one of the xEdit devs on the xEdit discord say perks are easier to edit in the CK.
