It's been a long time since I've played I'm just wondering if any city plans have looked at a problem area as one city plan.

For example sanctuary is the main base and maybe Abernathy is their farm,so people commute to Abernathy during the day then return to sanctuary, maybe red rocket has an oil reserve underground and people commute there for work.

Or maybe Abernathy is the main,sanctuary and red rocket are just scout outposts because that is the direction raids have been coming from.

Basically is like a meal out,one main and two sides.

Just my thought on keeping the ctd down.
(I've been playing the witcher series,so it's been a while since I've been on fallout 4, let me know if this has already been discussed)
 
I don't know if that can be done without some sort of scripting. Each one of those places is a seperate entity within the game. They all have their own settlers and build limits. For the idea to work, each one would have to be treated as only part of a bigger settlement. At that point, you might as well have ALL the settlements in an area work together. (like a county or state)
