Question Tons of bugs (main being no new settlers) and thousands of active scripts

Alright, I know the title is kinda ambiguous but I have too many issues going on to fit them all in in the title. I am currently running a heavily modded game with Sim settlements, it's mega packs, the logistics station, workshop framework, workshop plus, and well over 100 other mods. Until recently I've been able to figure out the causes behind instability and low frame rate and fix those issues pretty easily. But I've now run into a bug that I cannot for the life of me fix.

For about 3 days now I've been dealing with what looks to be some sort of serious script issue when it comes to settler recruitment, assignment, and moving. My charisma is 10, i have multiple settlements with over 20 settlers, and preexisting supply chains operate properly with no issues. However, ever since a few days ago CTDs while in settlements have skyrocketed in frequency and generally increased in frequency outside settlements as well, but not to the degree inside settlements. not only that, but my settlements both with and without settlers have stopped recruiting even when I have working recruitment beacons. When I tried to fix this by moving settlers away from my heavily populated settlements into the empty ones, i also discovered that all attempts to move settlers without the workshop simply did not work, and THEN i found out that I couldn't assign them to supply chains either. The only way I can get them to make supply chains is through a logistics station, which I cannot use in settlements with no settlers.

I tried to remedy this by using AFT's settler maker tool to grab NPCs and turn them into settlers, and while they would go to the settlement and count as a settler, no plots I would assign them to would build, even though I had managed to get them to work earlier.

I've tried disabling mods that could be causing conflicts but nothing seems to be working. When I loaded my saves into Fallrim tools I'm seeing well over 1000 active scripts mostly being workshopparent scripts, which I know is an issue. Also I tried going into an interior far away from a settlement, waiting ten minutes, saving, and then testing the save in fallrim to see if my active scripts went down and they were still over 1000.

If anybody is interested in seeing my load order I'll post it, I'm holding off on posting it right now because it would make this post even bigger (over 230 active esp/esm/esl). Thanks for reading!
 
Are you using anything like scrap everything?
Broken precombines can cause issues both inside and outside settlements
I am using scrap anything, and i've now seen people talking about the problems it causes. however, i've used it since i started this save and i'm having these problems after over 5 days worth of in game time at level 82. Also i have no sanctuary-red rocket-abernathy problems.

but scrap anything might be the problem, is there anything I can do at this point?

I don't think so. I know uninstalling scrap everything will not help. Others might know more.

Why exactly would uninstalling scrap everything not help? if all the disabled instances are restored, will the precombines not auto repair?
Its been a while since I read up on the subject. I gave up any scrapping mods once I found it it causes instability in SS. I do not think uninstalling restores everything, because I don't think it has a way of knowing what you scrapped.
Its not like an Armor mod that the Armor goes away if you uninstall the mod. I could be wrong.
Hopefully someone will come along with a second opinion.

Also make sure your Video card is up to date as well.
Try turning down your graphics settings and see if that helps.

You should not remove any mod mid playthrough, but you definitely cannot remove a complex one without breaking your game. Scrap mods do a lot more than disabling precombines, they add a lot records to your save that will not be removed even if the mod is completely uninstalled.

Hi! So I uninstalled the mod mid play through and sadly this did not change the issues mentioned before other than slightly boosting my FPS.

I've been modding my games for close to a decade by now, and know very well when I can and cannot remove mods mid playthrough, and I also know how to accept the consequences of damaging my save should I do something stupid like removing a mod that the functionality of the save itself was dependent on. Thank you for the concern, however :)!

Now, if you would like, I can post my load order, as I can guarantee you, my problems have not been caused by removing any mods. I'll only post if you're interested tho. Thanks!!!
