Tiny issue with "How to HQ"

Morning! Sorry for the bother, but I've recently picked up the game and decided to give SS2 a go, Chapter 2 hasn't given me too many problems (The settlements themselves not included in that good news.) but I've arrived at a strange bug in the HQ tutorial quest.

Problem: When I attempt to establish a supply agreement with Hubbert's group following setting up a caravan service, I get the message "No other settlements are available to make supply agreements with." Hubbert's group currently reside in that one swampy area far to the north, though compared to the HQ, it's short jog over, I'm not too sure why the problem persists, despite me ensuring that the caravan service is staffed and powered.

Again, sorry for the bother, and here's hoping someone had the time to assist in this strange situation.

I've been having that same problem since the last update that was put out, I'm hoping it gets addressed for the next one!

Agreed! I'm also glad I'm not the only one having this problem. With all the issues I'm having with my other settlements (Stuck plots and such, Which I can luckily mostly ignore as level 2 is still better then level 1 plots) I was scared it was something I did personally that borked it. So here's hoping whatever fix that comes out helps us both!

Same here, but hopefully it will be fixed soon. I have just got my load order perfected and managed to have a crash free playthrough until this issue.

I’m also having issues with this on my Xbox Series X. Hoping for some sort of fix. I could use the city management holotape to skip ahead, but since this is my first playthrough of chapter 2, I really don’t wanna miss any dialogue or anything like that.
