Gladius has dove deeper into save rescue than I ever have, so if he's unable to recover it - it's likely not recoverable.
Unfortunately, not everyone is going to be able to use all of the City Plans. Bethesda put in a build limit because they knew their game engine could struggle with large amounts of items, and even the optimized City Plans go over the build limit by a fair amount.
My experience has been, that once you start crashing from City Plans, that's a sign that your PC or mod combination are going to require that you stay within the build limit of settlements. For City Plans, that generally means you have to keep them at level 1 or 2.
