Question The Outpost didnt work anymore?

Hello when i try to conquest a outpost for the raiders/Jammers gang or Nuka world Riaders/the population is 0 and the raiders go out of the settlement and never come back is like the raiders didnt settle in the oupost what i conquest.Thanks

This should be fixed in 4.1.0. If you still have NPCs hanging around and 0 population, go into workshop mode, highlight each and press Move to send them to your outpost.
