Question Tech tree on Xbox One won't work for me

I don't know what happened it just says tech trees are still being generated it says that it should be available after 60 seconds that's after I exit the Pip-Boy and it's like 20 minutes after I start the game and I've been building some things or something like that or just been selling there just arrived and still it just won't work
