Stupid question and SS1 doesn't work

Does Sim Settlements 2 replace the original?

I installed Fallout 4 again recently and installed SS 3-1, V4.2.9a but the holotape doesn't show up in the game.

How do I even know if the mod is loaded?

If I install SS2, do I get all the options of SS1 as well plus the new features?
 
Take a look at the brand new wiki for SS2, here.
It has lots of info on what the difference is between SS1 and SS2, what you need to setup SS2, how you install it, and not least - how you start the mod. It also has some info on planned content that is not yet included in SS2 (such as the Conqueror expansion for SS1, with its pre-built cities option).

EDIT: Oh, for the question of why SS1 is not working - make sure you have updated Fallout 4 as well. SS1 requires Fallout 4 version 1.10.162 or later (you can see the version number if you load up the main menu, in small text under Settings, I believe.

Game Version is 1.10.163 (started with F4SE). Mod was installed via Vortex.
 
Then the most common reason why the holotape can't be found is either that the mod isn't enabled in Vortex (sort your mods by enabled) or that there's an issue with HUD framework (or DEF UI?) that you can google or search here on the forums to find solutions for.
 
Well, mod is enabled, HUD framework as well and framework is above SS1 in the load order...

Would an issue with HUD framework make the holotape not appear in the first place?
 
Here's the info about the fix that you could try for the missing holotape:

EDIT: note that you have to load and press OK in the holotape before you save and re-enable HUD framework again,
Didn't work. The mod never gets activated. I don't see the little notification that usually came in the top left and after disabling both, the savegame loading notification only mentioned HUD framework to be missing.
Well, I keep it disabled and try a new game with SS2 installed

Now, what I didn't see in the wiki, does SS2 have the same mechanic where I can just build a desk, say "build settlement" and the settlers decide for themselves?
 
Sure, if you want to get back to getting your SS1 setup working you could try to follow @RayBo 's advice from here.

And, yes, eventually through the quest line (this info is also on the wiki in the FAQ linked above)

Lately, I've had a little with Vortex. It may say mods/plugins are enabled, but don't show up in the game. I go back to the menu screen click on MODS>LOAD ORDER and sure enough, that mod is checked. You might check there to see if SS is actually checked there.

I did. I even used LOOT to check and it's there as well.
Though I have now installed SS2 and deactivated SS1
