Stuck plots after a City upgrade

I've had this issue since forever but in the last few years I've mainly used the Basic plans from SS2, which have only one level. Not that I am trying out some plans from the pack, I get a great number of stuck plots after a city upgrade according to the plot tracker device.

Does someone else have that problem? Is there a setting from SS2 that gets in the way during city upgrades? I'm at a lost.

I'm trying to confirm this for you, but I'm actually getting an Infinite Load Screen after the flyover-cam finishes from a City Plan Upgrade right now myself...

EDIT: Alright, got that Dalton Farm ROTC to upgrade, and none of the plots appear to be "stuck" for me as far as I can tell... never did get an explanation of what that even means, now that I think about it...

The answer is "Its Complicated."
Its basically a method to prevent the plot script from doing invalid things and the player no longer able to activate it. The main trigger for this would be an addon author incorrectly setting up a building plan. (the trigger conditions seems to be all building plan/skin related) Refreshing a stuck plot tries fix the "stuck" state by finding and applying a valid building plan.

If this is happening during city plan construction, its most likely code executing out of order. i.e. its trying to build a plot before a building plan is set.

Try toggling the tracker. It may have cached objects that are not actually stuck. I can't remember what triggers that to data update... you may have to leave the settlement and come back. i.e. move 5+ cells away so it unloads.

If you list the steps that can reliably trigger this issue with a bare minimum load order, I can bother Kinggath with it. I'm pretty sure he is the only one on the SS2 team that understands the city plan code.
 
Thank you msalaba. I did try to toggle off the tracker after refreshing the plots, but I was impatient about it. I’ll try again after travelling away from the city.
 
All right well I tried turning off the tracker while at Sanctuary, and turning it back on after I had refreshed most plots in Starlight Drive-in. Didn't solve the issue. I'm using the Starlight Dome plan and I've noticed that most plots are level 3 now, while they were level 1 before the upgrade (starting plots are set to start at level 1 in settings). Do you guys know if there is a setting to prevent that? I tried upgrading a different plan in Tenpines Bluff and it went well. Plots stayed at level one, too. But then I tried an upgrade in Abernathy farm and the game crashed with no crash log. I did notice changes being made to the existing plots.
 
Well it was the Change Plots setting under City Building that was causing it. I guess I didn't pay attention to that setting since I was mostly playing with Basic Plans.
